Marijuana commission moves closer to issuing final dispensary licenses

The state Medical Marijuana Commission is on track to issue to the final two dispensary licenses in March after the commission approved rule changes on Thursday. 

The rule changes are expected to go before the Arkansas Legislative Council next month and, if approved, the commission could issue the final licenses at its meeting in March, commission spokesman Scott Hardin said.

The rule changes allow the commission to consider applications that are on file from a previous application period. The applications, which were submitted in 2017 and expired last year, are not currently eligible to receive the licenses. Without a rule change to allow the expired licenses to be considered, the commission would need to begin a new, and likely lengthy, application period in order to issue the licenses.  

The next applicants in line to receive licenses are Green Remedies Group of Garland County in Zone 6 and T&C Management of Texarkana in Zone 8.

The state constitutional amendment voters passed in 2016 allows the commission to issue a maximum of 40 dispensary licenses. The commission has issued 38 licenses and 37 dispensaries are currently open. The 38th dispensary, owned by 3J Investments, is expected to open next month in Van Buren. 

The commission has divided the state into eight zones and allows a maximum of five dispensaries per zone. Zones 6 and 8 are the only zones that do not have the maximum five dispensaries.

In other business, Delta Medical Cannabis of West Memphis notified the commission that it is changing its name to Revolution Cannabis. The commissioners also voted to table applications for changes of ownership from Good Day Farm Arkansas and Capital City Medicinals. The commissioners said they needed more time to review the ownership documents and would consider the changes at the commission’s next meeting on Feb. 3.
